Selective sanctions and shattered hopes: The Biden administration’s murky strategy

The United States’ troubled game in the Great Lakes region resembles an uncertain dance, where every step towards peace comes against an insurmountable obstacle.

Like a tightrope walker on a thin thread, the Biden administration is trying to appease the warlords in the DRC, but their efforts are getting lost in a labyrinth of chaos and conflict. A move to the left and a move to the right makes the picture illegible.

The United States, in a burst of diplomacy, had announced a 72-hour ceasefire. The communiqué of 11 November 2023 reflected the optimism of the Biden administration, which welcomed the meetings orchestrated by the Director of National Intelligence, Avril Haines, with Paul Kagame and Félix Tshisekedi.

The fragile ceasefire that came into effect raised hopes that the de-escalation process could be relaunched. But the FARDC, in a blatant act of defiance, violated the truce under the passive gaze of the United States.

The extension of the humanitarian truce for 15 days, announced by the Americans, seems a ray of hope in this night of desolation.

In force until 11.59 pm on 3 August, it calls on the belligerents to silence their weapons and allow unhindered access to vulnerable populations. However, the truce was once again broken by the FARDC and its allies, revealing the powerlessness of American initiatives.

In a gesture of sanction, the United States turned its attention to the members of the AFC, ignoring the hate speech spread by the government and its proxies, and turning a blind eye to the widespread and systematic massacres of Congolese Tutsis and the fate of Congolese refugees.

The Luanda and Nairobi peace processes, sabotaged by Tshisekedi himself, have reached an impasse. American initiatives seem to be faltering, their support for the peace process shaky, and their sanctions selective.

In this tragic ballet, the United States finds itself trapped in a complex and uncertain power game. The sabotage of peace initiatives by Tshisekedi’s government, the incessant violations of truces, and the selective and unfair sanctions reveal a lack of clear and coherent vision.

This murky game, in which every move seems calculated but imprecise, leaves the Great Lakes region in endless turmoil, where the hope of peace recedes with every hesitant step taken by international diplomacy.
